About the Author
Tony Moore spent 28 years in the London Metropolitan Police, retiring in the rank of Chief Superintendent in 1986. Since then he has specialised in the management of human-made disasters, including civil disorder and terrorism. He is currently Associate Director of the Resilience Centre, a part of Cranfield University based at the UK Defence Academy. He holds a Master of Philosophy (M Phil) degree from the University of Southampton, is the Chairman of the Institute of Civil Defence and Disasters Studies and a Member of the Society of Industrial Emergency Services Officers.

Raj Lakha co-founded in 1994 Safety Solutions UK Limited, one of the UK's leading safety related training companies. He has advised and trained many hundreds of blue-chip organisations and local and national government bodies worldwide on topics ranging from Safety, Risk, Disaster and Business Continuity Management. He has also developed DEMSoft, the new checklist software. He conceived and developed for NEBOSH the new Specialist Diploma in Disaster and Emergency Management Systems (DEMS). He holds degrees in Economics and Government, an MBA in International Business and is a Member of IOSH and IIRSM.

Excellent read and of great interest5
Tolley's Handbook of Disaster and Emergency Management aim is to show how to minimise the potential damage of disasters in both public and private sectors. It covers an impressive array of scenarios from construction, crisis management to the environment, disease and information systems. The book covers 728 pages in total ranging from practical planning aspects to case studies.

So how does this series of articles read? Very well is the simple answer to this. The structure is clear especially where discussing case studies. The event, damage and causation are discussed as well as lesson learned. The case studies are well described and written at a fast pace. Including these alongside practical `set up' issues frankly makes the handbook a good read. In particular I would cite the story of Mary Malone or `Typhoid Mary' - a healthy carrier of typhoid, and the chapter on human error.

Arguable for the specialist expert in a particular field, the book reveals nothing new. The communicable disease and environmental health chapter reads as standard for a nurse, while the disaster and emergency management systems section would be meat and drink for IT risk practitioners. The value of the book lies over the sheer coverage, depth and readability. Issues range from medical responses, to insurance, law and public enquiries as well as forensics and crisis management. The book covers these areas in good depth without losing its way.

The book would be excellent for the over general practitioner rather than those who concentrate on a particular aspect of disaster management. This due to the breadth of scope covered in the book. However use would be had for the pure specialist in order to see how planning and disaster affects other areas. Indeed the readability of the handbook would make the subject open to Risk Specialists functioning outside the disaster and emergency.

Most importantly as an Operational Risk Consultant in the Financial Sector was I to find this book of use in my chosen career? The answer is yes. Dealing with people, process and systems day to day the book expanded my own knowledge on system risk as well as human behaviour and management failures. I was to use aspects of the book during an interview on IT risk and Disaster Recovery to good effect.

My overall opinion is extremely positive over Tolley's Handbook of Disaster and Emergency Management but the price is currently too steep at £69.99!
