In a nutshell:
Tiger Woods returns and in better form than his recent Ryder Cup letdown, with a whole host of refinements and additions (and the odd subtraction) to the winning PGA Tour formula.
The lowdown:
The problem with updating a golf game every year is that, unlike most other sports, nothing much changes in terms of players or courses. Despite that, this update tries its best with new courses, new golfers, an expanded online mode and an even better create-a-golfer mode. The only downside to all this is that the main "Rivals" single player mode from last year’s game has gone, replaced with the inferior "Team Tour" mode. It doesn’t affect the selection of other modes though, including new options "Elimination" and "OneBall" and the four player "Bloodsome and Greensome". It may not reinvent the wheel but it does at least add some very welcome decoration to it - and thankfully not in the style of most golf clothing.
Most exciting moment:
The best bit about PGA Tour is still its simple and accessible controls. There are two main controls, the first uses the left analogue stick to swing and set the power and the right aims where you hit the ball. The alternative control places the hook and slice on the right stick, if that’s how you prefer it.
Since you ask:
The Xbox 360 version of the game became infamous as the first game to allow you to unlock the extra features by paying money via micro-transactions on Xbox Live Marketplace. You can, however, still unlock them the honest way on all the different versions.

Whoops, They Did It Again
A disgraceful effort by EA Sports.
Even the press releases got it wrong, claiming new features, 21 courses etc. That relates to the console versions. This PC version has just 12 courses (and they have been lazy enough to re-use Emerald Dragon as one of the fantasy courses!) and there are no sound improvements.
As for the gameplay, far from rectifying the bugs in earlier versions, they seem to have added more.
Stray even slightly into the rough on some holes at The Falls and the ball is deemed unplayable. At Kiawah Island there are a few long blades of grass in front of a couple of the tees. Hit one of these and it deflects your drive! In previous versions moving up to advanced level had the added difficulty of adjusting your shot depending on your lie (the slope of the ground). In TW07 there appears to be no impact at all. One nice feature is the ability to take control of your computer partners in Team Mode i.e. play thier shots as a human. However, this has its own bug in that the game will at random change thier playing method so you might be playing in 3-click mode and suddenly you are forced into True-Swing mode.
As for the computer opponents, they are useless. Most are barely capable of driving the ball 200 yards if they can reach the fairway at all. Even novice players will find themselves beating the likes of Tiger Woods with little or no trouble.
The ongoing issue of the game hanging or crashing are still there (really annoying when, after a crash, you restart the game and it has read the crash as your desire to skip a current tournament).
On the plus side, the game still looks good and - if you are lucky enough to have a machine that the game gets on with - will provide plenty of entertainment.
If you have TW06 then you might want to consider sticking with that as, other than a few new courses (they will probably be downloadable from the PC golf sites soon), this is essentially the same game.
It is a crying shame that EA Sports seem to have given up the ghost on the PC version and prefer to develop the game at console level only. Personally, I would need a lot of convincing to buy any further version.
Save some cash - get Links 2003 instead
Having decided to buy a golf sim after a gap of a few years, I thought I'd try TW 2007. The last sim I bought was Links 2001. It is interesting to see how things appear to have gone backwards in the intervening years. The graphics to my eye are less convincing in TW2007 - players seem to float, the crowds are unconvincing, and the grass is, well, odd - I live in Fife about 15 miles from St Andrews - believe me, the real Old COurse only bears a passing resemblance to its TW2007 namesake. The flybys are slicker, but the whole thing looks like what I suspect it is - a ported console game, rather than a proper PC game. The game modes are clunky and obscure - the "build a player" is risible.
Having been disappointed by this, and having dug out Links 99 and finding about 30 courses on a CD in the drawer, I discover that Links 2003 costs £2.66 - seriously - £2.66. There are hundreds of downloadable courses on the internet. If you don't believe me about the graphics, search on Links 2003 (or any of the prior versions) and look at the screen grabs. Try the 18th at Harbourtown.
Sorry EA, and sorry all you fans who will probably describe this review as "unhelpful" in droves. For me, save your money - spend less than a fiver, and get a proper PC golf sim. It may be 4 years old, but to me, it is fresher, and better looking than TW2007.
Even Par and Just Makes The Cut
I'd originally owned the 2005 Edition of Tiger Woods PGA Tour and upgraded to this version for a change of courses as much as anything else.
The new courses that have been added are of course very good tracks and it's nice to play the K Club or Kiawah Island for example. The Fantasy course set in New York's Central Park offers a pretty tough challenge, even if like on Emerald Green Dragon, one or two of the holes are exceptionally penal.
The thing is, it's really questionable whether EA Sports have really made much of an effort to improve the game. As other reviewers have said, the game still looks great, but you've still got exactly the same commentary, the players still perform the same gestures and there are an incredible number of twins and triplets amongst the galleries!!!
The biggest gripe for me though is the poor quality of the computer opposition in head-to-head matches. When the game pits you against one of the World's top players (or even the No.1 Mr Woods himself), you expect to play someone who's going to drive the ball 300yds, reach most Par 5's in two and give you a tough game. Sadly, this isn't the case as they invariably play like hackers, or poor amateurs at best and when you beat Woods 8&7, the fun element is missing.
EA Sports could really have made an effort here and it's a great shame that they've not bothered. I'd certainly be reluctant to purchase any further versions of this game.
