no need to panic......
Like everyone else who has bought this title, I am not connected to Xbox Live. However, I have found no problems with the software, which actually installed the required update from the disc prior to starting the content installation. All I had to do then was swap to the main Oblivion disc, and started a new game as normal. In fact, this is maybe the fifth title which has updated my console before starting, so it was not something I have never seen before. And before anyone questions it, no, I have never had my console or hard drive connected to either Live or the internet....

This adds alot of good quests and characters. This game can still last forever and a day, endless possiblities for those with an imagination or people that enjoy the game.
Shivering isles adds more darker places and at times reminds me of Morrowind. It's alot of fun and a must for anyone that has and enjoyed Oblivion.
The knights of the nine content on the disk is also excellent it's not incredibly long but still fun to complete.
To be honest this 'expansion pack' is a full game in itself with the amount of missions and new items etc.
A Helpful Hint
I had exactly the same problem, It depends how old your console and oblivion game disc are. Unfortunately, if you have an older copy/console the only way around it is to hook up your console to xbox live and insert the oblivion disc. Your console will then automatically apply the updates needed to activate the content. My copy now works perfectly. You do not need to have the console connected to xbox live permanently, only long enough to apply the required updates,so perhaps a mates connection could be utilised if you are not online yourself.
