The comics-based game was written by Batman writer Scott Peterson and Final Fantasy's Kenji Terada, and contains an underlying conspiracy theme and an atmosphere of hidden danger. Crime sweeps over Gotham City as rival gangs battle for control of the city. In the midst of the chaotic mayhem, Police Commissioner James Gordon disappears. Batman must stop the gang war, infiltrate Arkham Asylum, and rescue the kidnapped Commissioner.
