Synopsis
When Hurricane Katrina hits New Orleans Detective Devereaux (Kilmer) loses his partner in the storm but suspects foul play and launches a full investigation. Lawlessness in the devastated city reaches boiling point forcing Devereaux and his new partner (Jackson) to delve deeper and deeper into the criminal underworld.

val kilmer is great is this cop movie.as the story makes progress the better val kilmer shines.this dvd is one for the collection,sharon stone is well placed in the role of cop physcologist. its tough on the streets for the under cops not all the cops are honest,its the first cop movie i seen with dirty fbi agents who would have thought that wowHeat (2 Disc Special Edition) [DVD] [1995]
